Participation
Respondents
were asked to rate their participation in relation to different
kinds of involvement in the management of decentralised funds.
The survey found that, generally, participation is very low
in the various funds, particularly in decision-making processes.
Respondents
indicated that while 32.8% of them were involved to the extent
of receiving information or listening at barazas, less than
10% attended meetings to discuss specific issues and less than
5% felt that they were involved in decision-making. Over 90%
of respondents indicated that they were not involved in the
setting of the development agendas for their areas. This underlines
the appropriateness of efforts aimed at increasing public participation.
